Blink-182 recorded Wendy Clear in 1999, during the production of Enema of the State. The song was released on the band's third album, a disc that marked a change in their sound. Before, they played with a more wild style, but now they are cleaner, with tighter arrangements and a pop sensibility that set them apart. The song is based on stories from friends and real-life situations, such as breakups, parties and things that happen during adolescence.

The track was recorded in San Diego and Los Angeles, with producer Jerry Finn, who helped give it that more polished touch. The lyrics touch on themes such as the fear of growing up, loneliness and uncertainty. The song became one of the most well-known tracks on the album, along with others like All the Small Things. The band played it live and people remembered it for its rhythm and message.
